Factors such as weather, housing efficiency, and high energy costs contribute to fuel poverty - making energy efficiency a national priority

ADR Scotland is working with colleagues in Scottish Government and the Energy Saving Trust in Scotland on making HEED available for secure research. HEED supports monitoring and targeting of carbon reduction and fuel poverty initiatives. 

At the individual property level, it tracks the sustainable energy characteristics of housing stock and includes information on energy efficiency measures, as well as microgeneration installations such as cavity wall insulation and solar hot water systems. With over 1 million records, HEED offers comprehensive information on energy efficiency improvements installed under Scottish Government schemes since 1992. 

While it contains no personal identifiers, it includes Unique Property Reference Numbers (UPRNs), allowing linkage to resident data where permitted.  

HEED is therefore a powerful tool for research into sustainable energy, household vulnerability, and fuel poverty.
